  1. This is why any hopes at campaign finance reform are doomed. There is too much money at stake. So long as the president can submit budgets for several trillion dollars, the incentive to be able to influence that by almost every sector of society will be too great.

    The best you can hope for is transparency, not control.

    The ROI for campaign donations by any group is enormous, and the risk is very low.
